Cloaking is a practice of showing one thing to search engine and offering something different to the human browser. For example the webpage shows a lot of html text to the search engine but contain images and flash content for the human browser. This is not accepted by the search engine. The Google Webmasters guideline doesn't allow such pages. Also Read Doorway Pages or Bridge Pages !
